 GENERAL POLICY
1. Reservations for use of the facilities must be made in person by an adult of legal age (21 years) at the Healdsburg Community Center, located at 1557 Healdsburg Ave. To receive the Healdsburg Resident rate, the Applicant's residence must be within the HUSD boundary. All contracts: (security, alcohol, caterer), must be made in the applicant's name in order to receive the Resident rate and the event must be for the Applicant or the Applicant's immediate family: son, daughter, mother or father.
2. Reservations will not be made without payment of the rental fee. The refundable security/damage deposit is due 60 days before the event and will be returned to the applicant approximately 3-4 weeks after the event. If any breakage, damage, maintenance, repairs and/or services are incurred, the appropriate amount will be deducted from the refund and the refund may take longer.
3. Activities by minors (18 and under) must be supervised by responsible adults for the entire period of the event. At the discretion of the Healdsburg Parks and Recreation Department, security guards may be required to be present during certain activities. See Security Section & Youth Events Section.
4. Groups shall enter and leave the facilities at the time specified on their permit. The reservation time must include all time necessary for preparation and cleanup. Overtime (from the hours listed on the contract) will be charged at the hourly rate for early arrivals. Time and a half will be charged for late departures. Groups have use of the Main Villa, Annex or Garden for a 12-hour span (per the package rate) on the day of the event.
5. The 12-hour rental time span must be contiguous and used on the event day. Hours cannot be switched to another day.
6. Music must end at midnight on Fridays and Saturdays, and at 10 p.m. Sundays - Thursdays unless a variance is approved by City Council.
7. The main Villa and Annex rent for a 2-hour minimum on weekdays and 4-hour minimum on Saturdays unless the additional hours are part of the original rental contract. Meeting rooms rent for a minimum of 2 hours. The Garden rents for a 4-hour minimum.
8. Weddings performed inside the Villa are not recommended to take place before 3:00 p.m. to allow for preparation time.
9. General and Liquor Liability insurance for $2M must be purchased through the City. Non-profit organizations may attempt to secure their own insurance. The name on the permit is the responsible person who must also be named on the insurance certificate. Liquor liability is also covered under the American Legion's insurance certificate.
10. The applicant listed on the permit must be present at the facility during the entire time of use.
11. The rental permit is subject to preemption by the City. The Applicant will be notified immediately if it should be determined that it will be necessary, due to local or national emergency, to use the facility for city purposes on the date(s) covered by the permit.
12. The Applicant is responsible for the conduct of participants, any damages to equipment or property, and all necessary fees.
13. Lost and found items will be kept at the Villa office for one month. The City of Healdsburg is not responsible for lost or stolen items.
14. Dancing will be confined to the Ballroom (left side), unless approved by City Supervisor.
15. The Villa, Annex, Garden, BBQ area and meeting rooms are all separate rental areas and may be rented individually.
16. The City of Healdsburg reserves the right to stipulate requirements for every event depending on the nature of the event.
